Cape Town Hub Targets Development Delays

Cape Town is establishing a specialist development hub designed to accelerate major construction projects, unlock investment and support job creation across the rapidly growing city.

The Strategic Development Applications Hub (SDH) will provide a dedicated assessment route for high-value and high-impact developments that are large, technically complex or strategically significant.

The City of Cape Town’s Development Management Department is recruiting a specialist team for the hub, which is expected to become operational by February 2027 if implementation proceeds according to schedule.

Based at the Table Bay District Planning Office in Cape Town’s CBD, the SDH will become the central point for complex development applications that require a level of expertise and attention beyond routine land-use and building-plan submissions.

The initiative is intended to reduce unnecessary delays in the development process and, in turn, help accelerate the private investment, construction activity and employment opportunities associated with major projects.

“This new service delivery model differentiates between routine applications and those that require a different skills set and focus,” says Cape Town Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

“The Strategic Development Hub is the result of a process I initiated during this term of office, originally known as the Development Management Optimisation Process, to improve the efficiency and responsiveness of development application assessments.”

According to Andrews, the City expects the specialist hub to improve turnaround times and customer service while supporting investment and sustainable urban growth.

The City’s eight existing district planning offices will continue assessing routine applications. Additional resources are also expected to be allocated to these offices in the coming months to strengthen their operational capacity.

The SDH forms part of a wider programme focused on modernising Cape Town’s development-management system and ensuring that municipal capacity keeps pace with the demands of a growing city.

The programme could also change how technology is used to process development applications. The City plans to phase in AI-assisted and automated processing across parts of the property development value chain.

The intention is to reduce repetitive manual work, limit rework, improve visibility across workflows and progressively automate activities involving applications that are minor, lower in value and less complex.

For Cape Town, improving development approvals has an economic as well as administrative significance.

The construction sector creates direct and indirect employment, stimulates demand for goods and professional services and attracts investment. Delays in processing viable projects can therefore have consequences extending well beyond individual developers.

The Development Management Department assesses building plans and land-use applications against the Municipal Planning By-law, Development Management Scheme and National Building Regulations.

This gives the department an important role in balancing faster development with responsible urban planning, ensuring new projects comply with the policies and regulations governing how Cape Town grows.

Andrews recently visited the premises being prepared for the specialist team and said work on the offices and recruitment process was progressing.

“We are really excited about the impact this team will make going forward,” he says.

If successful, the new model could demonstrate how targeted municipal capacity, digital innovation and more efficient planning processes can help translate proposed developments into real economic activity, investment and employment.
