Winter Programme Supports Shelters

Applications are now open for registered non-profit organisations providing accommodation to vulnerable residents as the City of Cape Town prepares to implement its Winter Readiness Programme.

Qualifying organisations have until 31 March to apply for support aimed at increasing bed capacity and sustaining shelter operations during the winter period, when demand typically rises as more rough sleepers seek assistance.

The Winter Readiness Programme provides practical support to participating shelters, including bedding, blankets, hygiene items, food supplies and cleaning materials. The City will also make staff available through the Expanded Public Works Programme (EPWP) to assist with general and administrative tasks to strengthen operational capacity.

The programme is open to qualifying shelters able to temporarily expand bed space to accommodate increased winter demand. It forms part of the City’s broader strategy to address rough sleeping, which includes Safe Spaces, the Street People Unit and public awareness initiatives.

Between July and December 2025, the Street People Programme Unit received 6,103 service requests and enquiries, completed more than 5,400 screenings and 9,500 follow-up visits, and facilitated 1,075 placements at shelters and City Safe Spaces. Some individuals supported during this period have since secured employment, including roles as an e-hailing driver and chef.

The Winter Readiness Programme will run from 4 May to 30 October 2026.

Mayoral Committee Member for Community Services and Health, Councillor Francine Higham, said winter places additional strain on vulnerable residents and shelter services.

“Winter is one of the hardest times for people living on the streets, and we know the pressure this places on our shelters. Through this programme, the City is working with NGO partners across Cape Town to provide safe, dignified spaces and practical support,” she said.

Applicants must be registered as a Non-Profit Organisation (NPO) or Public Benefit Organisation (PBO). Additional requirements include existing facilities to accommodate clients, compliance with health and safety regulations, an approved building plan, a draft floor plan for temporary bed expansion and a Certificate of Acceptability for Food Premises.
