CMS Indaba Drives Healthcare Reform

Healthcare leaders gathered at the CMS Industry Indaba 2026 to strengthen accountability, fairness and sustainability across South Africa’s evolving medical schemes environment.

The Council for Medical Schemes (CMS) has concluded its 2026 Industry Indaba with renewed commitments toward sustainable healthcare reform, governance accountability and patient-centred healthcare financing in South Africa.

Held at the Sandton Convention Centre from 13–14 May 2026, the Indaba brought together healthcare leaders, policymakers, administrators, legal experts and industry stakeholders for two days of strategic discussions focused on the future of the medical schemes sector.

Key themes discussed during the conference included Fraud, Waste, Abuse and Error (FWAE), Section 59 reform, procedural fairness, dispute resolution, strategic purchasing, ethical contracting and value-based healthcare models.

According to the official CMS outcomes presentation, the conference focused on governance reform, accountability, transparency and institutional trust while also advancing value-based healthcare and outcomes-based care models.

The outcomes highlighted a shift toward a more implementation-driven phase of reform aimed at strengthening governance frameworks relating to claims management, investigations and algorithmic decision-making systems within healthcare financing.

The Indaba further reinforced commitments toward improving procedural fairness, enhancing dispute resolution mechanisms and developing governance standards for data-driven systems used in claims and benefit decisions.

CMS Chief Executive and Registrar, Dr Musa Gumede, emphasised the importance of placing healthcare beneficiaries at the centre of reform discussions.

“Behind every reimbursement model, benefit structure, utilisation review and governance framework is a patient seeking access to healthcare with dignity, fairness and confidence in the system,” said Dr Gumede.

The conference also highlighted the growing focus on strategic purchasing, ethical contracting and evidence-based policymaking to support affordability, sustainability and equitable healthcare access for South Africans.

CMS said the Indaba outcomes reflected a shared commitment across the healthcare ecosystem to rebuild trust, improve accountability and strengthen long-term sustainability within the medical schemes environment.
