China law strengthens family care

China has introduced legal provisions encouraging adult children to stay connected with elderly parents, reinforcing family care as a key pillar of social wellbeing.

In an effort to strengthen social cohesion in an aging society, China updated its Elderly Rights Law in 2013 to encourage adult children to maintain regular contact with their parents.

According to the official government platform State Council of the People’s Republic of China, the law requires family members to “frequently visit or send greetings to elderly persons,” formally recognising emotional support as a core component of elder care.

The legislation acknowledges that emotional wellbeing is as important as financial support, particularly as urbanisation and migration increasingly separate families across cities and regions.

While the law allows elderly parents to take legal action if they feel neglected, its primary purpose is not enforcement, but awareness — reinforcing the importance of family connection in a rapidly changing society.

In some cases, courts have supported elderly parents by encouraging more consistent communication, reflecting a broader shift toward recognising social isolation as a key societal risk.

Globally, aging populations are placing new pressure on healthcare systems, communities and governments. In that context, policies like this highlight an emerging focus on social capital — where strong family and community ties are seen as essential to long-term wellbeing.

Rather than mandating behaviour, the law signals a deeper reality: as societies modernise, maintaining human connection is becoming a shared responsibility across families, institutions and policymakers.
