Mayor Unveils R30m Athletics Upgrade

Cape Town is using sport as a tool for social upliftment, youth development and safer communities following the opening of a major R30 million upgrade to the Blue Downs Athletics Stadium.

The upgraded facility was officially opened in Blue Downs, delivering a modern, accessible athletics space for residents of Blue Downs, Mfuleni and surrounding areas. The investment forms part of the City’s broader effort to ensure that community infrastructure supports healthy lifestyles, youth development and social cohesion.

The stadium upgrade includes a full replacement of the tartan running track, refurbished grandstands and change rooms, new shade trees, and upgraded field-event facilities such as the steeple chase arena, long and triple jump areas, hammer throw cage and javelin section. These improvements bring the stadium closer to national compliance standards while significantly improving the experience for athletes, schools and community users.

City leadership has emphasised that quality sports facilities play a critical role beyond athletics performance. Access to safe, well-maintained recreational spaces provides young people with positive alternatives to crime, substance abuse and anti-social behaviour, while fostering discipline, mentorship and a sense of belonging.

For schools and emerging athletes in the area, the upgraded stadium creates opportunities to train and compete in an environment that supports talent development and long-term growth. It also strengthens the role of sport as a pathway for personal development, teamwork and confidence-building.

The refurbishment forms part of a citywide programme guided by a long-term athletics infrastructure study, aimed at expanding access to compliant facilities across Cape Town. The strategy focuses on ensuring safer, more inclusive sports infrastructure that can be shared by schools, clubs, federations and communities.

Blue Downs Athletics Stadium supports partnerships with organisations such as Western Province Athletics, the Western Cape Education Department and local clubs, reinforcing collaboration between government, sport bodies and communities. These partnerships help maximise the social return on infrastructure investment by keeping facilities active, accessible and community-focused.

The City has also earmarked the stadium as a future Regional Recreation Hub, with additional upgrades planned over time. This positions the facility not only as a sports venue, but as a shared community asset that can support broader recreation, health and youth programmes.

By investing in facilities like Blue Downs Stadium, Cape Town is reinforcing the link between infrastructure, opportunity and social wellbeing. The upgrade reflects a shared value approach, where public investment strengthens communities, nurtures young talent and contributes to safer, more resilient neighbourhoods for the long term.
