Stellenbosch hosts first Babita Deokaran lecture

Stellenbosch University’s School of Public Leadership will host the inaugural Babita Deokaran Annual Lecture, a new platform dedicated to strengthening whistleblower protection, ethical governance and accountability across South Africa.

The lecture, organised by the University’s Anti-Corruption Centre for Education and Research (ACCERUS), will honour the late Babita Deokaran — the Gauteng health official whose assassination exposed the dangers faced by whistleblowers who act with integrity in the public interest.

According to the programme, the lecture will bring together leaders from government, civil society, academia and the anti-corruption sector to explore practical reforms that can ensure safer environments for those who expose wrongdoing. The theme emphasises moving South Africa toward institutions that protect truth-tellers long before they are forced into risk.

Honouring a National Symbol of Integrity

The event will include a tribute from the Deokaran family, highlighting Babita’s legacy as both a public servant and a symbol of moral courage. Her role in halting irregular payments at Tembisa Hospital continues to inspire calls for stronger systems of transparency and internal controls.

The lecture aims to turn her story into a catalyst for systemic change, ensuring her sacrifice leads to improved protections and more resilient governance frameworks.

A Multi-Sector Platform for Reform

Speakers expected to participate include representatives from national oversight bodies, the Public Protector’s Office, the African Union Advisory Board Against Corruption, the Public Service Commission, academia and civil society organisations working on whistleblower protection.

The programme also features testimonies from whistleblowers who will share the personal and professional consequences of exposing misconduct — reinforcing the need for supportive systems, not silence.

Strengthening South Africa’s Governance Systems

The lecture aims to mobilise key sectors around:

  • stronger whistleblower protection legislation

  • early-warning digital governance tools

  • transparent procurement and financial oversight

  • mental health and legal support for whistleblowers

  • inclusive partnerships between state institutions, business and civil society

ACCERUS plans for this lecture to become an annual convening to drive continuous progress in ethical leadership, organisational integrity and public-sector reform.

A National Call to Protect Those Who Protect the Public

The forthcoming lecture is a reminder that whistleblowers are not the root of corruption crises — weak systems are. By honouring Babita Deokaran and others who have taken great personal risks, the event aims to spark renewed national commitment to building institutions that reward transparency rather than punish it.

The organisers encourage stakeholders and the public to attend — either in person or online — to support a safer, more accountable future for South Africa.
