Public Libraries Expand Free Learning Access

Access to knowledge, digital connectivity and lifelong learning continues to expand in South Africa through a network of 102 public libraries offering completely free membership and services to residents of all ages and income levels.

These libraries provide access to books, audiobooks and DVDs, free computer and internet access through SmartCape, and a wide range of programmes designed to support education, skills development and economic participation. The services play a vital role in building social capital, reducing inequality and creating pathways to opportunity for individuals and families.

Programmes are designed to support residents at every stage of life, from early childhood initiatives such as pram jams for babies and toddlers, to reading programmes in the Early Childhood Development phase, study support for older learners, and employment readiness and digital skills programmes for adults.

Mayoral Committee Member for Community Services and Health, Councillor Francine Higham, said libraries serve as inclusive and welcoming community spaces that provide practical support beyond books alone.

“Our libraries are safe, inclusive spaces offering free support to residents at every stage of life. While membership is not required to visit, it allows residents to borrow materials and access digital resources. From books and study space to SmartCape computers and skills programmes, libraries give people a hand up, regardless of age or income,” Higham said.

The impact of public libraries is reflected in usage figures:

  • As at 31 December 2025, libraries recorded 253,075 registered members

  • Since July 2025, 24,127 new members have joined

  • Between July and December 2025, libraries recorded 3,925,718 visits

  • In the final three months of 2025, 1,105,896 items were borrowed

  • Internet access via SmartCape increased by 4%, reaching 441,451 users

  • Adults aged 26 and older accounted for 52% of usage, while those aged 13–17 made up 13%

“Nearly four million visits in six months demonstrate just how essential public libraries are to communities. Membership allows residents and their children to fully benefit from what libraries offer,” Higham added.

Library membership is free and easy to obtain, requiring only an identity document and proof of address. Adults may register children, and in-person applications are activated immediately, allowing members to borrow materials on the same day. Online applications provide immediate access to digital services, with library cards collected within seven days.

By offering free access to education resources, digital tools and skills development, South Africa’s public libraries continue to demonstrate how investment in inclusive social infrastructure supports sustainable development, economic participation and community resilience.
