Kalkfontein families now homeowners thanks to City’s No Cost Transfer programme

Mayor Geordin Hill-Lewis and Councillor Carl Pophaim, Mayoral Committee Member for Human Settlements, visited the community of Kalkfontein in Kuils River to distribute title deeds to families residing in Council Rental Units as part of the City’s campaign to accelerate title deed delivery. The families were overjoyed to become home owners without the burden of any costs thanks to the City’s innovative No Cost Transfer programme. Read more below:

‘It was a moving occasion to hand over these homes and truly empower these families living in City rental units in Kalkfontein. Those who received their title deeds today are among many who will become first time home owners over the coming months. This is transformative for families and future generations. We believe strongly in the power of home ownership to break the cycle of poverty in South Africa. Cape Town is the government of home ownership.

‘We take pride in creating new homeowners through our programmes. With each new home owner, we are redressing the past and changing these families lives for the better,’ said Mayor Hill-Lewis.

‘Our Human Settlements directorate is committed to land reform that works, which creates more homeowners and less state tenants. We are committed to our goal of instilling dignity in our communities through every title deed we hand over. It is always meaningful to celebrate with families as they receive their deeds. This is the essence of our delivery efforts and initiatives. A home and deed open doors to opportunities and advancements for many generations to come. Residents in our City have been unambiguous that there is no need for expropriation of land without compensation but a change in priorities from the state to give ownership to the many beneficiaries awaiting government action. We are excited to keep assisting residents in becoming homeowners and will accelerate activities in the coming year,’ said Councillor Pophaim.

Summing up the day, 48-year-old title deed recipient Gertruida Peter said: ‘I feel very proud to officially be the owner of this house thanks to the City’s No Cost Transfer programme.’

New homeowner Nompuneko Linganiso, 65, said: ‘I feel very happy to become the owner and no longer a tenant. Our family is very grateful for the support in covering costs to take ownership of our home.’

Residents are encouraged to reach out to us to find out more about our title deeds programme or to visit us at the Cape Town Civic Centre, 2nd Floor Human Settlements Kiosk Monday to Friday between 09:00 – 12:00.

What you need to know

If you or a family member is a beneficiary of a City unit without a title deed, here’s what you need to do:

Identify our easily recognisable title deed agents visiting your area.

Have the following documents ready:

Owner ID and spouse ID (if applicable).

Marriage certificate (if applicable).

In the event of a death, provide a Letter of Authority & Death Certificate.

If you missed the team, bring along the required documents and visit us at the Cape Town Civic Centre, 2nd Floor Human Settlements Kiosk Monday to Friday between 09:00 – 12:00.

The title deed email request must include the following information:

Subject: Erf number and Area

Body of the email:

Name and Surname: (The name in which the title deed is registered)

ID number
