The National Shelter Movement of South Africa has welcomed the appointment of Dr Zubeda Dangor to the National Council on Gender-Based Violence and Femicide, describing it as a major milestone for the country’s shelter sector.
Dr Dangor, a clinical psychologist, GBVF specialist and co-founder of the Nisaa Institute for Women’s Development, is one of seven members appointed by President Cyril Ramaphosa to serve on the National Council on Gender-Based Violence and Femicide (NCGBVF) from 1 August 2026 to 31 July 2029.
The National Shelter Movement of South Africa (NSMSA) said the appointment marks the first time the shelter sector has secured representation within South Africa’s permanent coordinating structure responsible for overseeing the implementation of the National Strategic Plan on Gender-Based Violence and Femicide.
“As we begin Women’s Month, we welcome the long-awaited activation of the National Council on Gender-Based Violence and Femicide. These appointments mark a critical milestone in South Africa’s efforts to address the scourge of gender-based violence and femicide,” said Dianne Massawe, Chairperson of the NSMSA Board.
She said the establishment of the council affirms that gender-based violence and femicide is a national crisis requiring coordinated leadership, accountability and sustained action across government, civil society, the private sector and communities.
Dr Dangor brings almost 30 years of experience in clinical psychology, survivor support, shelter management, advocacy, research, training and policy development. The NSMSA believes her appointment will ensure that the daily experiences of shelters supporting women and children escaping violence are reflected in national decision-making.
Board member Joy Lange said the council provides an opportunity to strengthen coordination and accountability across sectors while ensuring that practical frontline experience informs policy.
“The National Shelter Movement of South Africa brings decades of frontline experience to this work. Our member organisations engage with survivors every day, and we therefore understand both the realities they face and the gaps that continue to exist in protection, support and long-term recovery,” said Lange.
The organisation reiterated that while South Africa has strong legislation and policy frameworks to address GBVF, consistent implementation, improved coordination and sustainable funding remain key challenges. It believes Dr Dangor’s appointment will strengthen the council’s understanding of the operational realities facing shelters and community-based organisations.
Board member Greer Schoeman said the council should move quickly to begin its work, adding that meaningful progress is urgently needed to address gender-based violence and femicide across South Africa.
The NSMSA also called for adequate resources to ensure the council can fulfil its mandate, noting that shelters remain heavily dependent on domestic investment and sustained government support to meet growing demand for survivor services.
